The city informal employment started to develop in the beginning of 20th Century .Now it has became one important factor that affects China's employment and economic development. The city informal employment emerges as the result of economic reform of China. Many state-owned enterprises break down and change their operation mechanism which release many abundant employees .They became lay-off workers. Meanwhile, the Dual Economies make surplus rural labors enter into cities to find jobs. The city informal employment characterized with low entry cost, larger range of employment sections and flexible job forms which has been a useful channel to absorb those people.According to quantitative analysis method and qualitative analysis method, the finding shows that the city informal employment has developed a lot. The total volume of informal employment rises rapidly. The proportion of city informal employment takes large account in total amount of city employment. It shows a strong job creating ability against other economic sections. The city informal employment has a strong correlation with economic growth. It will grow steadily as the growth of economy.So far, we can find some obstacles which hind the healthy and sustainable development of city informal employment mainly including institution obstacles, social supporting obstacles and legal obstacles. All of this needs the effort of government, society and city informal employees.
