The Research On The Informal Employment Of Lost-inland Peasants In The Joint Of Medium And Small-sized City And Urban

This paper first studied the experience in administration of informal emploment based on overseas examples and also point out the situation in china. Then used the Tai'an High-tech development Zone as an example to analyze development present situation, the existence questions and solutions of informal emploment. Under the current employment system,analyzed the development of informal emploment, concluded that:The first, the experience in administration of informal emploment based on overseas examples shows that: to strengthen more introductions of government policy and improve laws and regulations and employment service system is an effective way to promote the development of informal employment.The second, the analysis of pros and cons of China's informal employment show that: employment in the informal channels has played an important role in expanding employment, promoting economic growth, maintaining the social stability and blooming the labor market, but there are still many problems such as the lack of technology innovation,the mess employment, Leading to a low level of the national economy around, we must avoid disadvantages, and promote the healthy development of informal employment.THE third, the research of the background of Tai'an high-tech development zone and the development of its informal employment shows that: With the development of the high-tech development zone,farmers who had lost their farmland being resettlemented into the informal employment can be a new and an essential channel to placement the job and promote the urbanization process. The barren concept of employment, the lack of an effective security system, the non-perfect mechanism of labor relations and coordination behind the development of the employment service system and the lack of social support and recognition resulted in the non-enough emphasis on working , the non-standard employment relationship in the informal employment of Tai'an high-tech development zone.The forth, the study of the informal employment development strategy of Tai-an High-tech Zone shows that: establishing of a unified labor market of urban and rural, improving the service system and supporting policies of public employment, to protect the legitimate rights and interests non-regular employees and to enhance employability in the macro level in the relations of the government and labor both at the micro level, will effectively promote employment in the informal norms and orderly development.
