The bio-pharmaceutical industry is the largest branch of the bio-industry in the seven strategic emerging industries identified by the state.It is one of the fastest growing,most dynamic,and highest scientific and technological fields.As China's population ageing progresses,the market demand for the bio-pharmaceutical industry is also growing.Although the income scale of China's bio-pharmaceutical industry has continued to expand in recent years,the development of domestic bio-pharmaceutical industry lags behind that of western developed countries,and China's biopharmaceutical enterprises are mainly small and medium-sized enterprises,and their competitiveness in pharmaceutical innovation is insufficient.According to the national competitiveness point of view,the government should formulate a bio-pharmaceutical industry that is still in the development stage of industrial policy protection.Domestically,at the level of the central government and state ministries,a large number of policies have been introduced to support the bio-pharmaceutical industry.The analysis of the textual content of these policies has important strategic and practical significance.This study firstly combs the relevant theoretical research of the bio-pharmaceutical industry and lays a theoretical foundation for the quantitative analysis of the biopharmaceutical industry policy.Through the collection and consolidation of the biopharmaceutical industry policies from 2010 to 2018 at the national level,a valid 216-point policy sample was finalized.Then,based on the existing research,with reference to Rothwell and Zegveld's approach to policy tool research,a two-dimensional analysis framework based on basic policy tools and innovation value chains is constructed,and the specific terms of the collected policy texts are coded.Incorporate into the twodimensional analysis framework for frequency statistics analysis to understand the use of bio-pharmaceutical industry policy tools.Secondly,it evaluates the effectiveness of policy coordination and policy measures in the bio-pharmaceutical industry policy.It puts forward the criteria for bio-pharmaceutical industry policy and quantitative measures of policy measures,and scores the policies and measures of the biopharmaceutical industry.The mathematical model is used to empirically analyze the quantified policies to measure the effectiveness of policy synergies.The results show that: First,there is a structural imbalance in the use of China's bio-pharmaceutical industry policy tools,that is,the policy tools used are mainly environmental and supply types,while the demand-based policy tools are underutilized.Moreover,there are different levels of structural imbalances in the application of specific policies included in various policy instruments.Policy tools are mainly used in the pharmaceutical R&D and pharmaceutical industrialization environment of the innovation value chain.Second,policy coordination is not all effective,that is,fiscal taxation measures and financial measures are coordinated,fiscal taxation measures and guiding measures are coordinated,fiscal taxation measures and regulatory safeguards are coordinated,financial measures and guiding measures are coordinated,and guiding measures are introduced in cooperation with foreign investors,which have a positive impact on the performance of biomedical industry.While the coordination of administrative measures and fiscal measures,the coordination of administrative measures and financial measures,and the combination of administrative measures and guiding measures have a negative impact on the performance of biomedical industry.
