Research On The Construction And Application Of Evaluation Index System Of Regional Innovation Policy

Regional innovation policy plays a key role in enhancing regional innovation capacity, therebyaffect the region and the country’s comprehensive competitiveness. Regional innovation policy hasa broad coverage, from direct support for basic research in a more direct way to improve thecompany’s ability to innovate in order to promote innovation and use of such techniques. With thegradual development and growth of regional innovation policy, the evaluation of regionalinnovation policy has started to become a hot issue of academic attention. Such as how dopolicy-maker develop regional innovation policy in order to better support innovation, achievehigher economic growth and greater competitiveness，but it is hard to find a reasonable andeffective evaluation system that can be used to evaluate regional innovation policy. Based on thisbackground, we tries to build a regional innovation policy evaluation index system, and the applythe evaluation index system to evaluate our innovation policy in specific areas, in order to get areasonable, effective and operational regional innovation policy evaluation index system throughthe application.Based on the above research idea，we refer in full on the basis of domestic and foreign research,clear the connotation, concept, the classification system and the content of the subject of innovationpolicy, as well as the contents of the evaluation method to quantify. Then from the perspective ofinnovation policy content body, we construct regional innovation policy evaluation index system,and apply the evaluation index system in evaluating the innovation policy of Jiangsu, Zhejiang andShanghai provinces, and get the following conclusions：①The regional innovation policy evaluationindex system that we construct is reasonable, effective and operational. We put222innovationpolicy of Zhejiang, Jiangsu and Shanghai provinces as a research sample, through content analysis,mathematical statistics and policy assignment method to quantify the content of innovation policy,use the measuring formula of strength, sophistication and coordination to measure results of eachevaluation index derived formulas, and by comparing the results of the evaluation of the analysis,validate regional innovation policy evaluation index system is reasonable, effective and operational.②The importance of policy strength, sophistication and coordination degree in the evaluation andformulation of innovation policy is different. Policy coordination degree in the evaluation andformulation of the importance is much higher than the strength and sophistication in innovationpolicy. Therefore, in the later evaluation and formulation of innovation policy, policy-makers shouldreflect the importance of policy coordination degree.③Policy-makers emphasis on supply oriented innovation policy, despise demand oriented innovation policy in making innovation policy. In thelater formulation of innovation policy, policy-makes should strengthen the demand oriented andenvironmented innovation policy, and weak the supply Oriented Innovation Policy, highlight themarket-oriented and enterprise innovation main body consciousness.④The evaluation of results aredifferent in Jiangsu, Zhejiang and Shanghai provinces, and the development of innovation policy isdifferent. Shanghai is the relatively superior and innovative policies mature areas in three provinces,evaluation results are significantly better than Zhejiang and Jiangsu provinces, the development ofinnovation policy in Zhejiang and Jiangsu provinces are close to the results of the evaluation indexis insignificant, they have their own advantage. According to the above conclusions, we also getsome inspiration that can help effectively promote evaluation and formulation of the innovationpolicy, and promote the ability of regional innovation.
