Eu Countries, Energy Development And Utilization And The Enlightenment

The contradiction between the increasing need for energy sources caused by economic development and the incessant reduction of the global energy sources reservation is getting severer in resent years. Energy crisis threatens the development of the world economy every now and then. China is currently in the middle stage of industrialization, and the domestic industry is developing rapidly. But the pattern of energy consumption of the domestic industrial department is still traditional and extensive. Therefore, the energy consumption increases year after year. Along with the acceleration of the Chinese industrialization, the contradiction between the increasing need for energy by industrial production and the lacking energy supply is increasingly prominent.Since the end of the 20th century, especially after the "9.11" , the developed countries have adjusted their energy security strategy constantly and implemented new measures. It is not only a useful inspiration but also a challenge. As changes appear in the world energy market constantly, the EU formulates corresponding strategies, adjusts energy structure, promotes the development of renewable energy, starts a trend of "Green Energy", and develops cooperation to guarantee energy security. We can learn from the measures and experiences of the EU and get some useful inspiration. This article is intended to analyze the circumstance of energy development of the EU, learn from their experiences, and combine with our energy state to provide some suggestions for energy policies.At present, there is not much people include considerations of the influences of energy policies in their research for international trade. I believe that, first of all, along with the development of all the countries' economies, the demand of energy increases constantly. Therefore energy becomes a kind of very important commodity in international trade, and the proportion of it increases too. Energy is one of the essential purposes of international cooperation. Secondly, a series of Green Trade Barriers constituted by the EU have continuously raised the ecological environment protection standards, which restricted the product import in all aspects of the trade these years, such as the research and development, production and processing, packaging, storage, transport, sales and the waste recycling. The Green Trade Barriers implementing by the EU include requests to environment protection on life cycle of the products. For example, they required that the enterprises must consider not only the conventional factors such as function, performance, material, structure and outlook of the product but also the impacts on energy, environment and natural resources in the life cycle of the products. If the products do not meet the standards, they will be forbidden from entering the markets. The provisions reflected the low consumption principles. These ecological and environmental protection standards set down low consumption, low pollution and recycling principles. That means the energy consumption in our export products must accords with them, so does our energy policies. Thirdly, our yearly energy consumption influences yearly export greatly. If the yearly energy consumption increases 1%, our yearly export would increase 1.315%. If the export increases 1% this year, then the export next year will increase 0.717618%. Under the condition that energy supply is guaranteed, Chinese export will grow with great potential. So, in order to promote the economy develops rapidly, we should guarantee the needed energy. The investigation of energy strategy is significant for our foreign trade, and for the development of economy and our general strength. The novelty of this article is that it considers the influences of energy policies to the international trade, investigates the energy policies of the EU (the biggest economic union in the world), analyzes and compares from the two aspects-energy development strategy and energy security strategy in order to conclude the useful experiences form the energy policies of the EU and to make some suggestions.The outcome indicates that the need for energy by China increases constantly, the future of energy supply is not sure. Confronted such situation, the way of the development of our energy strategy is sustainable development strategy. The most promising ways are energy saving and developing renewable energy. We should establish and improve all kinds of mechanisms and policies, promote energy saving in all the industries and areas and develop renewable energy. The ways of the development of our energy security strategy are to learn from the world's experiences, develop international cooperation and promote regional economic cooperation and international communication, and to promote energy saving and develop renewable energy relying on scientific and technological progress. To realize sustainable development of energy and to guarantee energy security will provide protection for the development of our economy and international trade, and promote sustainable economic development.
