Science and technology intermediary is not only the important linkage of technology and economy, but also the significant component of national innovation system. Nowadays there are more than 60 thousands institutions of all kinds of science and technology intermediaries and about 1.1 million practitioners in China. However, the data from studies indicates that the science and technology transformation rate in China is only about 20%, but 80% in America and Japan. And the contribution of domestic technology market to our economy growth is only 15.80%. Therefore, it is necessary to research on the measures of science and technology intermediary efficiency.Currently the foreign literatures are mainly focusing on the transfer efficiency of technology transfer office in the universities and federal laboratories, in which there is lack of research and empirical study on the non-governmental science and technology intermediary efficiency. While only several domestic literatures studied the factors which influence the technology transfer efficiency, but there is still no strict empirical study. This dissertation describes the development and features of science and technology intermediary in and abroad, analyses the essential of technology transaction procedure of representative domestic science and technology intermediary typical of technology transportation, and then generalizes that its essential is the process about technology transaction information processing and delivering. Based on them, this dissertation gives the definition of the intention and extension of science and technology intermediary efficiency. According to the definition, it puts forward the measure index system which contains five criteria, including the transaction expense efficiency, input and output efficiency, social economic development, enterprise competitive power and technology market influence. Meanwhile, it analyzes and assesses the ingredients that influence the science and technology intermediary efficiency.According to our survey data, the dissertation then make an empirical study on the above research with Cronbach alpha coefficient test, linear regression, principle component regression and two-order factor analysis of Structural Equation Model.The results show that,(1)the measure index system assessing science and technology intermediary efficiency is effective;(2)the factors, population of science and technology broker, population of science and technology intermediary business talent, annual training expense, population of fulltime and part-time experts in and out, exterior technology assessment expense and the scale of technology transaction pool, have positive effect on science and technology intermediary efficiency;(3)Science and technology intermediary market imperfections, its unfitted personnel structure and the unfitted role of government dealing with it, seriously hamper the efficiency of a science and technology intermediary. Specifically, the lack of corresponding skills of the brokers, the lack of effective channels of regional technology transaction, the low technical capacity of the demand and the limited sources of technology which can meet customer demand are the most important hindering factors.Then this dissertation gives policy recommendation on how to improve our science and technology intermediary efficiency in terms of the results above.Finally it summarizes the achievements and limitations and prospects of the further research.
