Forest Park Development In Niubeiliang Community Participated In The Study

This paper focuses on the Niubeiliang Forest Park, which is in Camp Forest Farm in Zhashui, in Shangluo of Shaanxi Province. It is on the southern slope of the Qinling Mountain. The tourism planning was begun in May 2005, so it is the primary stage of development planning in the overall. The Park's region is near National Nature Reserve, therefore, the responsibility to protect emphasis on tourism development, detailed plan is still needed to prove in the principle, and the key is how to achieve ecological protection and development effectiveness. On the other hand, Forest Park is located in a remote rural area, and ecological resource is also the livelihood of local farmers, so considering the relationship between the interests of farmers and tourism development is very important. Associating the view, the issue is how to effectively develop Niubeiliang, without prejudice to the interests of the residents as well as balancing the protection and development.In the analysis of the above key point, the first appropriate theory is community participation. This theory was put forward in 1985, based on community participation in the eco-development concept has been proposed, eco-tourism starts to integrate the community tourism and community development. Community involves in the protection of the ecological scenic spots, the role has also been fully understood. In the study of Forest Park's the individual of interest distribution, the effective analysis tool is theory of Stakeholder. After the research of the domestic and international community participate in eco-tourism and community participation's level, put forward the issues of Niubeiliang community at this stage. On the basis of analysis in affecting specific factors and performance, the paper applies the theory of community participation and the Stakeholder to promote the Niubeiliang Forest Park community involvement in practice, and in the light of reality of Niubeiliang Forest Park, the paper investigates the Ternary Benefits System, with the development of the application has been involved in the community, such as the mode and level of theoretical results.The three objectives of Forest Park's development as followed: economic, social and ecological benefits.From this view on, optimize various subjects' interest, then consider to promote community participation's process, and on the basis of further empirical investigation, the thesis proposes concrete programs, as well as community involvement corresponding procedures and the contents of participation. At the same time, in the application of community participation, through empirical research, the paper improves the field of empirical research of the theory, and focuses on the specific issues of China's underdeveloped areas' forest parks with the proper mode. As a result, the thesis improves the theoretical research.
