With entering into knowledge-economy and economic globalization, human resources become the key of enterprise to win the competitive advantage, The enterprise staffs training as the important form of human capital investment to the staff, improving the staff quality plays the influential role day by day, has become the strategic request of enterprise development. In some sense, from an enterprise whether to take staff training and the development, may forecast its future potential of competition.After China joined WTO, our country State-owned Enterprise is facing the unprecedented drive market competition, talented person's competition becomes has the factor of decisive significance.If the state-owned enterprises want to obtain the survival and the development in the competition, they must pay great attention to he development of human resources, takes staff training as a strategic question in the development of enterprise, gives to take seriously, constructing strategic training system is not only the reality survival need highly of State-owned enterprise, but also the inevitably request stated-owed enterprise's long-term development.This paper takes our country state-owned Large and middle scale Enterprises as the object of study, embarks from the strategic management angle of view, unifies the theory of staff to train the development, theory of the study organization, the theory of strategic human resources management and the related drive theory proposed that constructs the strategy training system in Large or Medium-sized State-owned Enterprises.In Writing this paper,the author adopted the combining method of theory and practice.The paper is divided into five chapers.The first chaper introduces the research background, domestic and foreign related research and narration, research goal and meaning as well as method, writing mentality and content structure. The Second chaper firstly introduced the Strategic Human Resources Management correlative theories,then carried the basic theory of training, correlative theories of training pattern on the review, this chapter is the theoretical foundation for thesis research. The third chapter is on zhe basis of the second chaper,constructs the strategic training system of Large or Medium-sized State-owned Enterprises,the paper described in detail strategic training system's construction process of Large or Medium-sized State-owned Enterprises by introducing basic requirements, the basic principle, the support factor, the model bare bone, the main flow of construction system. Chaper is real diagnosis part of the paper, finally takes Large-sized State-owned Enterprises M Corporation as the example, designed the new strategy training system in view of its training system existence's question, for the purpose to Large or Medium-sized State-owned Enterprises in our country establishe a set of effective training system to carry on the beneficial exploration.This article stressed that Large or Medium-sized State-owned Enterprises must realize organic synthesis of staff training and the strategic management, must train the staff promotes to the strategic altitude. Obtains the training strategy by the analysis of enterprise strategy, will train the content and the organization strategy relates closely; The union human resources plan, staff's achievements inspection disparity and the professional profession, pay great attention from the organization stratification plane development training demand analysis; The paper emphasis training development must relates closely with systems of enterprise's work analysis, staff achievements inspection, salary plan and position promotion,with feedback, drive safeguard mechanism promotion training development,and so on;The establishment the working conditions which promot training achievement transforms, strengthen the training achievement in the practical work utilization, the transformation.
