Research On Improvement Of Performance Management System In Large And Medium-sized State-owned Enterprises

Since the1980s, performance evaluation has gradually used in the managementof state-owned companies. As the idea of humanist management was graduallyaccepted by more and more people, the importance of performance managementbasing on individual in the entire organization management is very obviously. Agrowing number of the state-owned enterprise began to use performance managementtheory to the actual management in enterprise. However, with the practice ofperformance management in the state-owned enterprise, a lot of problems werefounded. And the result was not so satisfied. So being the core of human resource inour country, it is very necessary to optimize the performance management in thestate-owned enterprise.The method of studying on theory with practice is used in the article. Basing onthe theories of performance management, the successful examples of performancemanagement using at home and abroad were studied. The author studied theperformance management system in China Oil&Foodstuffs Corporation (COFCO) andCOFCO Engineering&Technology Co., Ltd (COFCOET) carefully. With the method of combining qualitative analysis with quantitative analysis, the current situation ofhuman resource management system and its existing problems were analyzed. Somesuggestion to improve the performance management system in COFCOET are given,including establishing performance consciousness, building scientific performanceevaluation system and determining the evaluation index of different content by usingscientific method. With the study on the process of performance management using inCOFCOET, the difficulties of improving the performance management system wasforecast. And the countermeasure was suggested. We hope the comprehensivestrength of COFCOET would be improved by optimizing the performancemanagement system.
