In the huge market of hydropower construction market, the development of construction industry of hydropower projects, the great gradual improvement of the market system and competition increasing fiercely has brought the construction enterprises enormous challenges. At present, the bidding situation of hydropower construction is not very optimistic. In general, the final price is far lower than the bid. Simultaneity, in the national large &medium sized state owned-enterprise of construction, low benefit, low project cost supervision & deficiency in business operation are ubiquity, which are still existent miss distance differences relative to foreign advanced building enterprise's supervision in the project cost as well as the project management mode drop behind, deficiency in managerial staffs cost awareness, behindhand method in project cost management, have no regard for cost procedure management & etc. How to manage the project to gain maximum benefits in the situation at the low end of the successful bidder, is the problems current hydropower construction enterprises are facing. Beyond all question, to both home and abroad drastic market competition and maintain enterprise in rapid & sustained development, to improve the enterprise's market competitiveness the conscientiously cost management level improvement must be carry out for construction project, and improve project's profitability & its market competitiveness to adapt to demand in market competition.China Water Conservancy and Hydropower Construction Corporation is China's largest and most powerful water conservancy and hydropower construction company. This paper put the company's SANLEIBA project as a study background, based on project management theory and the construction project cost management theory, combined my practice experience of project management, researched in the view of construction contractors. Through the analysis of the background of the topic and the status of the research, this paper defined the purpose, meaning, method and content of this study. On the basis of a brief overview of construction project cost management theory, this study analysised the process of SANLEIBA's construction project cost management, including cost prediction, the cost plan, cost control, cost accounting, cost analysis and cost assessment, and so on. Through analysis and research, I concluded the experience of construction project cost management of SANLEIBA project, identified its shortcomings, and advised some improvement measures. I hope that the views and opinions in this paper can become the reference to a scientific and effective cost project management of China Water Conservancy and Hydropower Construction Corporation, as well as other construction enterprises in the future.
