An effective HR (Human Resource) management has become the crucial factor of success and development of an organization. There is no more important thing for HR management than establishing a HR Management strategy in accordance with its own industry characteristics, survival environment, development strategy, and corporate culture. HR strategy is the foundation to establish all the schemes and plans for HR management, which is also the powerful weapon to promote the enterprise's competitive competence.Through the diagnosis and analysis of the HR problems of a semiconductor company, the author found that its main problem is that the company has no suitable and clear HR strategy. Then, the author analyzed the HR strategic environment of the FS company and established a brand-new HR strategy and its corresponding function planning.This article mainly consists of seven chapters. The first chapter introduced the background, significance, object, content, method and technical route of the research. The second Chapter reviewed relative literature about HR strategy theory such as the evolution of the concept, the category, management procedure, and establishing method of HR strategy.The third chapter described the business background, the status of human resource management of FW Company, which belong to the same parent company and produces the same products as FS Company. in a similar eand analyzed its human resource management problem as well. The result of analysis in this part has been applied into the HR strategic analysis of FS Company as reference.The fourth chapter conducted HR strategic analysis of FS Company according to the Five Factor Model, which requires consideration of five factors: business strategy, production technologies, organizational culture, labour force characteristics and the external environment (economic, social, legal and political). The HR strategic analysis makes out the different effect of these factors on the choice of human resources strategy. The fifth chapter employed the SWOT method to do a combined analysis of influence of Five Factors to decide different strategic choices in different task context, and then established the HR strategy of FS Company. The sixth chapter analyzed the congruence among different measures of the new HR strategy to ensure that it would be practicable. The seventh chapter gives the conclusions, limitations and suggestions of future research.
