"china's Experience In Poverty Reduction And Global Governance

Poverty allevation has a long history in China. Since 1949, the Chinese Communist Party and the central government had put a lot of strength in fighting against poverty and many large scale projects which aims at impoving the living condition of the people were implemented in sequence. Our accomplishment in the field of poverty relief gained lots of international attention. According to the Chinese national poverty line, the population of the poor people has reduced from 2500 million in 1978 to 14.79million in 2007. All these poverty reduction activities set a new landmark for their big sieze, large population and effectiveness. To have a second think of these activities can help us enrich our poverty alleviate experence and spread successful methods.However, on the contary of the Chinese situation, from the international view, we found in the past 50 years, the wealth of the whole world increased seven times while the world poverty situation is worsen. At present, the poverty population who consuming under one US dollar a day is more than 1300 million which shares 22% of the whole world population. What is more, this number is increasing 10 million a year. If the world poverty problem cannot be treated properly, social convulsions, humane crises, HIV/AIDS and terrorrist problems will worsen and cause other conflicts.Poverty is one of the most important problems and international sociaty payed much attention in recent years. Global governance theory bring this issue into its visual field and and seek global applicable means to support the poor. It is reasonable to say, poverty alleviation is becoming one of the core issue of the international agenda.The global governance theory emphasizes globaly"good governance", it takes for granted that a single nation cannot solve all the problems that occurs. So we must see things from a new angle and push"new governace". Its core conception is"civil sociaty", which means take collective action for the same intrests, aim and value instead of combine for a consize group. The global governance advocates believes, not like government rule, governance is a kind of action supported by same aim and the subjects may be or may not be government and the actions are not guaranteed by government power. The advocates define"governance"as a series of efficient management without authorization in a certain field. See from global governace point of view, the problem of poverty should be solved through global cooperation of different organizations and groups.In case of the Chinese poverty reduction application, though international projects and NGOs helped a lot, the central government and our people innovated many localized models which backboned the main operation. Some of them is seen as classical cases in the support the poor field.This dissertation is trying to analysis Chinese poverty reduction policy, application and result and compare with international practices from a global governace point of vies. Thus to summarise the experiences and find a guidance for the future.
