Housing is one of the most basic human needs. There are two ways to solve housing: rent or purchase. As far as the housing reform, China's homeownership increase rapidly, which has been as high as 82.1 percent, much higher than that of developed countries.But there are still many families to purchase houses.Housing market is so active that there is not enough housing for residents, which leads a rapid increase in prices. Therefore, governments and researchers have repeatedly called for residents to change their ideas, but there is little effect. What are the reasons for residents preferring buying houses?Based on reviewing of the latest housing service quality theories' achievements, and following China's domestic market of current realities, this study build a housing service quality model including structure attributes, neighborhood attributes, location features and psychological factors. This study uses the data of Hangzhou residents'.The empirical studies show that, from the structure attributes, neighborhood attributes, location features and psychological factors to measure housing service quality, houses owners'families enjoy higher quality housing service than renters' families, both in the stability of living, convenience of children's schooling, social status and other areas. This is an important reason for higher prices, oversupplying rental market and low rent.
