Study On The Performance Evaluation Of Affordable House Construction And Utilization In Hangzhou

Housing issues has always been the general concern of the society, while public housing which supplied to low-income families is more crutial to people's livelihood. t is also of great significance for people's livelihood improvement, social harmony and stability to accelerate the construction of affordable housing. As an indispensable part of public housing system, affordable housing has largely solved some low-income families'housing problems. However, certain issues have appeared and continued to have some negative impact during the construction and utilization process of affordable housing, which lead to the results of the dislocation of security groups, resources emptied for too long. And at the same time, they also make its security effect wane, leaving the affordable housing being repeatedly questioned whether it should be kept or be abolished.The dissertation reviews the evolution process of affordable housing policy in China, especially Hangzhou. Then we analyze the affordable housing conditions in Hangzhou from several aspects, which are, the scale of construction, spatial distribution, demand-and-supply and utilization condition. So it is necessary to put forward a performance evaluation system about the construction and utilization of affordable housing, on the basis of the not-well construction and wane utilization effect of affordable housing in Hangzhou.Based on the principles of scientificalness, rationality and maneuverability on evaluation, an evaluation system is designed to judge the construction and utilization performance of affordable housing in Hangzhou. By using Analytical Hierar-chy Process method, the paper builds a comparison judgments matrix, and then gives out the final evaluation system. Then the paper analyzes the construction and utilization of affordable housing in four main blocks of Hangzhou city. After comparition and qualitative analysis, the performance evaluation result shows that the overall performance is not well:firsly, the construction performance is the lowest because of the poor building quality; secondly, the poor residential location performance results from insufficient facilities and inconvenient transportation; the utilization effect is also not so good due to the high rent rate, terrible property services and low residential satisfaction; then structural disequilibrium still exists owing to the high abstention and the current housing-jobs separation. The comparison research shows that the performance evaluation scale of Shiqiao is the highest in the four study ojects.Finally, based on the performance evaluation results, the paper sums up the problems related to the construction and utilization of affordable housing of Hangzhou from some aspects; the location is too remote; the supportin facilities are inadequate; demand/supply disequilibrium; the building quality is bad; demand and supply structural disequilibrium and bad utilization effect. Then several strategies, such as planning optimization, facilities improvement, quality supervisory enforcement and policy supporting are introduced to solve these problems.
