In this article, a research was conducted on the localization business model of mass transit transportation in Siemens. Firstly, there is an introduction of current localization business in Siemens mass transit transportation within China and some problems occurred in localization business. Secondly, the analysis of determinant was made further in the localization business model of mass transit transportation of Siemens. Finally, an innovative model of localization for Siemens Mass Transit Transportation is put forward, raising the guaranty condition and realization path.The research states that the localization business of Siemens is considered as a propeller for Chinese technologies and product updates, which enhances the localization level of mechanical and electrical equipments within Chinese market. Siemens produces the world first-class vehicle with the localization. The localization business of Siemens meets the needs of Chinese markets and its high-quality products wins the praise of customers. Nevertheless, some problems occurred during the localization such as lower rate of localization, vehicle price higher than expectation from markets and inconsistency of benefits and responsibilities of consortium partners based on projects.The strength and necessity of the innovative model of localization business was pointed out by the method of Porter's five forces model analysis , SWOT and comparable analysis. Siemens is planning to build up a Joint- venture enterprise to enhance the localization rate, lower product price with the development and strong base of railway transportation industry; A detailed and thorough localization scheme is expounded. In the end, some suggestion is proposed to Chinese company which will be on the international way.
