As a new innovative model, R&D Cooperation has been widely applied in practice. It has brought new vitality for R&D. However, the R&D Cooperation is full of risks because of the asymmetry of information for each enterprise and the incomplete credit system in society, the risks make a lot of cooperation suffering varying degrees of damage. Therefore, it is necessary to study the risks of R & D Cooperation projects. However, risk evaluation is the core of risk management, and the studying of the index system and methods is the core of risk evaluation. So it becomes particularly important to study the index system and methods of risk evaluation. Dealing with the R&D Cooperation projects, this paper discusses the index system and index system filtrating methods and evaluation methods of risks. The main researching results are as follows:This paper determines the risk factors in R&D Cooperation projects by the analysis of existing papers , then a comprehensive risk evaluation index system is developed. According to the empirical analysis , the ultimate index system of risk evaluation in R & D Cooperation projects is determined.Because the risk index of R&D Cooperation projects is in large quantity, what is more, its correlative and subjective, this paper advances that the correlative index and the index of weak weight should be wiped off for the accuracy and feasibility of continuous work. By comparing the different weight vector computed by the judgment matrix Eigenvalue Model and Scale-Extending Model , we know that the Scale-Extending Model with index number scale is simple and accurate. Finally, with the combination of using the similarity to determine objective weights of experts in group decision-making and using index system filtrating methods of Group AHP, a kind of method that can wipe index of weak weight off, named Group Scale-Extending Method, is advanced.According with the characteristics of hiberarchy and no historical data in the subjective index system for risk evaluation, some appropriate traditional valuation methods are given, and the advantages and disadvantages of these methods are discussed. Considering to the reality that fuzzy comprehensive evaluation model is hard to determine the subordinative-degree completely. Fuzzy evaluation is changed to the interval-numbers evaluation to solve this problem in this paper. Finally, a kind of fuzzy evaluation model that can solve the problems of subordinative-degree is advanced, and it is discussed in a multi-level index system and group decision-making environment.
