| EPC Mode which is promoted vigorously in our country is one of construction general contracting models, In recent years, China National Petroleum Corporation made it clear that the function of EPC should be highlighted and improved in construction business, and advanced project management should be implemented actively to enhance market competitiveness. Consequently, EPC Mode has become a mainstream model In oilfield construction.Since the oilfield construction projects generally have a complex process and high construction standards, and operating location mostly in remote and complex areas, risk identification becomes more difficult, lower reliability, and diversity of processing means becomes much less.It is divided to three parts in this article. In first part, it is introduced to analyze the meaning of EPC mode and its risks by the theory of EPC contracting model which contains the main content and features of the concept of EPC project risk, mechanism and risk characteristics, classification. In second part, from the characteristics and processes of EPC project procurement of materials, it is in-depth analyzed the preparation and the implementation phase of the procurement, and the risks after procurement completed. Through the identification of the major risks and risk sources, the risks of material procurement system of EPC projects are established, methods to measure the degree of risk are put forward, risk of product model and fuzzy comprehensive evaluation model are constructed, quantitative criteria of the degree of risk evaluation index and the standards of risk evaluation are given.In the last, combined with TZ oilfield EPC project case, it is analyzed and identified the main risks in materials procurement aspects, using questionnaires to evaluate risk points and discharge sequence, it is proposed the risk response measures. In addition, based on case study, it is put forward some advises for the general contractor in this article. |
