Value Creation. Pan-pearl River Delta Regional Anti-smuggling Cooperation Organization

June 3rd, 2004, General Pearl River Delta Zone Cooperative Framework Agreement was signed in Guangzhou. It marked the beginning of the largest-scale zone economy cooperation in China. Along with the development of General Pearl River Delta Zone cooperation, the General Pearl River Delta Zone Anti-smuggling Cooperative Organization (the Organization for short) emerges as the times demand. Since the establishment of the Organization, the Organization has faced with the deviation of practical value and theoretical value, which is caused by lower income and higher cost. Therefore, how to solve the problem becomes the subject of the paper.From the point of economics and management, along with the value-creating deviation of the Organization, this paper mainly analyses all kinds of elements which will influence and restrict the creating values of the Organization. Furthermore, the paper makes further study measures to promote the value-creating of the Organization.Firstly, from the theory of cooperative organization's value-creating, the paper considers that, actually, the Organization's value-creating is the difference of between the Organization's income and cost. Based on the deep analysis of the Organization's cost and income, the theoretical cost-income and the actual cost-income are not in the same position, and caused the deviation between actual value-creating and theoretical one. In order to decrease the deviation and make the Organization's actual value-creating meet the demand of theoretical one, the article also argues the relevant elements which will influence and restrict the Organization's value-creating. Therefore, it is revealed that the Organization's operating mechanisms needs to be perfect, the actual scale deviate from the optimum one, an operating pattern should be established and a management system should be better. At the end of the paper, the author gives effective suggestions to promote the Organization's value-creating as follows: the first is to establish long-term operating mechanisms; the second is to determine moderate functional scale; the third is to choose the best operating pattern and the fourth is to set up sound management system.
