A Study Of The Comprehensive Control Over Anti-smuggling Work In Tianjin

As one of the cities which set up customs house early in the country, Tianjin started comprehensive management of anti-smuggling a long time ago. Over the years, the city carefully organized and implemented special anti-smuggling campaign and joint action, and actively carried out offshore block, market check, industry clean-up and other comprehensive management. These precise, accurate, and relentless anti-smuggling measures have made a positive contribution to maintaining the market economic order, political security and social stability, and to promoting the healthy and orderly development of trade in Tianjin Port. Scholars have conducted numerous studies on the comprehensive management of anti-smuggling. However, no research has ever been carried out from the perspective of "good governance". This paper studies the comprehensive management of anti-smuggling with the application of the theory of "good governance".This paper begins with a review of the start and development of thinking pattern of the comprehensive management of the city's and then the national anti-smuggling work. An introduction is then made on the institutions, their relative duties, basic principles, and concrete work of the comprehensive management of the city's anti-smuggling work. Afterwards, an analysis is made on the problems like mistakes in ways of thinking, sluggish operation in the system, lagging behind in legislation and defective appraisal system in the city's comprehensive management of anti-smuggling work. Then this paper explained the reasons for resorting to "good governance" in the comprehensive management of anti-smuggling work. The writer of this paper believes that the comprehensive management of anti-smuggling work should be evaluated from both the long-term and short-term approach. As for the long-term approach, it is compulsory to establish an organization that can guide the city's comprehensive management of anti-smuggling work towards the goal of "good governance" so as to build a perfect system of good governance in the comprehensive management of anti-smuggling and forge the good governance situation of collective participation of the whole society in comprehensive management of anti-smuggling. While for the short-term approach, it is mandatory to create a "good governance" force of the comprehensive management of anti-smuggling, to build an atmosphere of "good governance" for the comprehensive management of anti-smuggling in order to promote "good governance" of the comprehensive management of anti-smuggling. This paper seeks to apply the ideas of "good governance" into the comprehensive management of anti-smuggling so as to serve as a reference for improving the city and the country's future comprehensive management of anti-smuggling.
