As the importance of electric power in our national economy system, it becomes social and market competing requirements to promote performance management and exert the function of electric priority adequately within electric enterprises. With the development of their reformation, in order to deal with the global competence, electric enterprises should commit to the combining performance management with developmental strategy efficiently and tightly. However, most of electric enterprises couldn't understand their strategy development accurately owing to the beginning period of their reforms and the low level of their strategy management. If we wish to resolve the said management problems which had been made in long period, some important principles should be followed, when we try to make strategic performance management system:Evolution on the basis of stability1. all the existing management resources should be used adequately to the effect that we could introduce new strategic performance management systems into companies more smoothly and stably.2. the system should make for the company's developmental threads and internal management;3. the system should be scanned in higher level and should promote the whole company's management level.Performance management is the forever focus to all companies. Nowadays there is still few professional and profound studies which aims to the performance management of electric companies. In this paper the writer choose one electric company which he is working for as object of study. Through investigating its status quo and summarizing the main existing problems within it, writer found up one performance index system and design one performance management system on the basis of national standard. This paper designed a performance management paradigm for county class electric companies in the way of linking theory with practice, basing on the strategic aims of national grid, by using balance-scored forum.Study results show:1. the said companies still don't have the total performance management system;2. some pre-works like analyzing company's strategy development should be done;3. the designed performance index system should be based on the company strategy.4. the performance management system should be circular and consistence and focus on the company's present management system ,combine with its future development.
