Hydropower Construction Project Bidding Study

With the constant increasing devotion of foundation establishment, large development of the west and the strategy's implementation to promote the northeast old industrial base, as well as flooding disaster and frequent lack of electricity phenomenon in big area recent years, the new turn construction of water conservancy and hydroelectric power engineering is spring up. With the constant extending of hydroelectric power construction market, contracting of hydroelectric power project's construction has basically been performed by bidding. Twenty years since bidding been pushing in construction project in our country, bidding activity of hydroelectric power project's construction has been largely developed, while some problem still lie in implementing process. Has joined WTO today in our country, bidding activity must be improved and as soon as possible to be matured. Study on current hydroelectric power project's construction bidding activity is performed from the view of tenderees in this paper.Main routine of current hydroelectric power project's construction bidding activity in our country is simply introduced, problems lies in and points needing to improve in hydroelectric power project's construction bidding activity are analyzed, as well as strategy for tenderees to do well is researched. In the analysis, description is mainly performed from the aspects that inviting public bidding setout, bidding process, organization of comment committee, together-conspired bidding, unreasonable low price, partial bidding details and so on. Some unreasonable phenomena lies in actual operating process is pointed out and suggestions to improve from the view of tenderee are proposed. Also, study from the aspects of tenderee, qualification prejudication and biding documents are done, and studying results on how to strengthen the tenderee's quality, how to complete the qualifications pre- examination well and how to complete the tender document well are proposed. At last, hydroelectric power project's construction bidding activity combined with Xiaowan hydroelectric power station in Yunnan is mainly researched, and strategy and method to improve and upswing hydroelectric power project's construction bidding activity are proposed, which provides reference to consummate the hydroelectric power project's construction bidding activity for the future.
