During construction of hydropower projects, on the one hand, construction organization should be change construction process, rational disposition of resources and make the new technical solution adopted for solving construction claims; on the other hand, construction organization take steps to minimize the losses by the way to obtain maximum economic benefits which was lost in bidding at low price from construction claims.As affairs now stand, this paper discovers a cause as construction claims by describing the features between the hydropower project and other building trades. It is also influenced by other causes such as natural conditions, changes in features, fundamental breach of contract, ahead of schedule or schedule was delayed, and acts of God. We study finds that how to settle a claim for approving organ with an application which clearly outlines the reasons and using optimal claim strategy in the whole of project management process. It is based on working experience in claims management and the program flow diagram comes from the sample of construction contract and tender documents for hydropower project.And then, we try to build a model for organizing claim report which is consists of the chance to gain claim compensation for the losses, the necessary evidentiary material and other relevant documents, the computational method of claims expenses, and a comprehensive method for claim damages on time limit. We can draw support from optimal claim strategy which is used to attend the building contract negotiation, take action about unbalanced quoted price in the process of bidding and the handling strategy, and find an analysis of conflicts between the commerce clause and the technical clause, otherwise as knows as discussing on the influence of the crossing operation in the same work-face.Take the claim management of diversion tunnel in xiaowan hydropower station as an example. In this example it is so important that how to build claim consciousness during the construction period of the project, and how to construct the claims management organization, and it must be strictly implemented the review procedure about claim program.At last, it is should pay attention to reduce risk costs through improve daily claim management and perfect the mechanism of management, by analyzing the existing problems in the construction claim process at present.
