Water and electricity are important parts of the world energy which provide one-fifth of the global demand for electricity,compared to coal and other fossil fuels,the advantages are no greenhouse gas emissions, resource renewable and so on,that is in line with the requirements of sustainable development of energy resources,and with priority to use the water and electricity energy is also according to the common interests of mankind,also to protect the environment and it is the necessary choice to achieve sustainable development.However,in the process of building hydropower station project,there still exist many problems calling for urgent solutions,in particular the quality of projects,cost,schedule are difficult to implement according to the plan,consequently lead to cost overruns,progress lagging,and other issues.Many scholars have conducted research about project management problems,but there are relatively few researches for project management in the construction of hydropower stations,and not enough in-depth and comprehensive.In the process of constructing hydropower station,there are so many problems:serious project cost overruns,schedule has lagged behind,quality cannot reach the standard and project stakeholders are uncoordinated,the most important reason is not applied the advanced management to hydropower station construction area,hydropower station has the characteristics of timelines and one-time,therefore,how to bring advanced project management applied to the construction of hydropower station is the urgent problems we must to solve.Because the fund we invest to construct hydropower station is large,construction cycle is so long, structures are so complex,the implementation of technique is highly difficult,no matter planning and design or implementation of the project,have a lot of management,coordination assignments.therefore, apply project management theory,means and methods to Hydropower construction fields are the effective ways to solve the problems in the process of Hydropower construction.This paper introduces the contemporary project management,WBS and Earned Value Management and other theories,and in conjunction with actual experience which author has in the construction of hydropower stations over the years,and put forward project management cost,quality,schedule integrated views,and using Earned Value method to control project cost,quality and progress.Give an case for the second phase project of ma lu tang hydropower stations,apply the modern theory of project management knowledge to analysis the construction,and put forward the feasible measures to solve the three goal of progress control,costs control,quality control,and provide some practical management methods for Hydropower,and also contributing for the development of Chinese hydropower station.
