Research On Cost Management Of Rural “Coal To Electricity” Project In Certain Area In Beijing

“Coal to Electricity” project is not only an important means of national energy adjustment,but also an important form of energy alternating strategy and the focus of haze curb.For the past few years,provincial government headed by Beijing municipal government,and power supply companies had invested a huge amount of money on “Coal to Electricity” project.Beijing municipal government mentioned that before 2020,plain rural area all over Beijing will use clean energy for heating instead of coal,and they provided strong financial subsidy for both electric heating equipment and the electicity price.Because of the economical efficiency,environmental protection efficiency,easy operation and safety of electric heating,“Coal to Electricity” get quickly spread in those area where people burning coal for heating.In the boom of “Coal to Electricity”,batch construction of residents is the most significant part,because these projects usally have short duration,large quantity,and high attention degree from all parties.But at the same time,these projects get very less experience and reference material from similar projects,so how to promote the level of cost management of “Coal to Electricity” projects becames a necessary issue to study.This paper shows the difference between “Coal to Electricity” projects and general ones by studing on concept of energy alternation,the development and technical theory of “Coal to Electricity” projects;shows how “Coal to Electricity” projects benefit people,socioeconomy and environment by few data c alculation;determines cost contral and cost analysis during construction stage as the core of cost management by careful study on constituion of project cost,process of cost management and influence factor of project cost;provides a foundation to theore tical and practical analysis of a certain project by studing on principle and key of cost control,method of cost control and cost analysis like earned value management and analogy analysis.And then,this paper conducts qualitative and quantitative research combining with a rural “Coal to Electricity” project in certain area in Beijing;analysis the application form of cost management in “Coal to Electricity” project;makes a detailed calculation of the project budget based on construcion quantity,gives specitic cost control measures;check and analysis reasons that effect project cost by using earned value management;provides further improvement measures of cost management;forms a relatively complete cost management system.This paper has its own limitations,but is also not lack of research findings.Hopefully,this paper can play a role in cost management reseach field of “Coal to Electricity” project,and provides guidance to similar projects.
