Freeway construction in China was initiated in the late 1980s,but up to now freeway toll standard,which mainly comes from experiences,is still lack of science basis.It is a whole government action. Taking Da-bao freeway as an example, the impact factors of the standard are based on multi-path choices was analysized, the main factors: traffic volume,traffic transfer, investment scale and structure, vehicle operating costs, toll roads operating costs,Traffic Accidents; secondary factors:freeway differential benefits, time-cost, comfortable safety.Use the relationship between the factors and the main as the trail, and use economic theory,the optimization of traffic theory,the level theory, under the multi-path option, the freeway toll rates formation and the establishment of quantitative models are elaborate.The relation of the toll standard and traffic volume was analysized.It is pointed out that to establish scientific toll standard must obey three conditions,the first is to encourage it to absorb more vehicles and reach the most social benefit,the second is that the toll income can assure maintenance expense,management cost and overhaul payout,the third is to ensure users can gain profit.According to this idea,the tolling model for Da-bao freeway was developed.The results show that this model is more scientific and reasonable.Based on the ultimate impact of road charging rates of the most important factors-traffic transfer, established the optimal model of charging rates.To the various factors affecting the rates of charges of weight,adjustment of optimal rates, in order to verify the practicality of the model, through the investigate of parallel State Road 320 traffic security,draw conclusions-Yunnan Province Da-bao freeway optimal rate of charges range.Compare to the existing fees and charges,the method is more scientific, fees are more reasonable,the method is also suitable for other freeway projects.
