Study On The Evaluation Practice Of Toll Collection Right Value

At the present stage, China’s highway is in a critical period of the network formation and road rehabilitation and expansion continues, which brings a huge funding gap. National turnpike has presented the status of high debt, so an effective way to alleviate this situation is the transfer of toll road interests. An essential link during the transfer of toll road interests is to evaluate the value of toll collection right. Toll road rights transfer involve huge amount and social impact, so the evaluation process whether standard, whether scientific evaluation results, will influence the development of the toll road industry in a certain extent. But the toll collection right evaluation lacks of normative standards and accepted evaluation methods namely income method has limitations, so there still exist many problems in assessment practice and the evaluation results are with larger arbitrariness. In view of this, this article launches the research problems of toll collection right valuation practice. Hope that it is able to provide practical advice to improve the quality of highway toll collection evaluation through the research.This paper launches the research with the method of literature research and case analysis. On the basis of the analysis of basic elements of the assessment such as toll collection right evaluation object, evaluation purpose, value types and evaluation assumptions and the analysis of basic theory such as assessment methods and parameters, this paper focuses on analyzing difficulties and problems existing in the assessment of toll collection right practice, and puts forward proposals for perfecting through case studies and combining with theoretical operational in practice. First, introducing the practice case, then analyzes the income method in the application of toll collection right evaluation practice. Through the case analysis and my related practice accumulation of participating in asset appraisal case series depicting the toll collection right evaluation, the paper analyzes evaluation practice’s difficulties of predicting traffic, fee standards, operating costs as well as discount rate. And then analyzing and summarizing the problems existing in the evaluation practice of toll collection right by looking at the toll collection right assessment reports. Finally, from reality, putting forward the feasible suggestions aiming at difficulties to determine parameters in practice, and aiming at the problems existing in the assessment of toll collection right practice, putting forward suggestions such as deepening the research on related theory, to set up the professional assessment practice, establishing the regulatory system, strengthening professional management and professional training and establish value deviation correcting regulating mechanism and so on for the purpose of improving the quality of highway toll collection evaluation.
