Research On The Financial Benefit Assessment And The Related Issues Of Expressway Projects

From the point of view on perfecting financial benefit assessment contents, indexes, methods of the expressway during the operation stage, the studying contexts of the paper contains the financial benefit assessment methods and indexes system, traffic volume forecast technique, the settlement and adjustment methods for toll standard, the methods and models on management income and cost forecast, and does some analyses with particular examples accordingly. The purpose of the research lies in promoting the degree of scientific and normative investment decision-making and of the expressway management and the level of the expressway management in China.The system which is composed of the assessment content system, index system, methods system, and clearfies the work program criterion of the financial benefit assessment is put forward in the paper.In the aspect of research about the traffic volume forecast on the expressway which were built or newly built (or rebuilt), the paper points out that the traffic predition can be done by three different methods as follows: four-stage method, contrastive analysis of differences method, and trend extrapolation method. The research also expouds the adaptability of the three methods and the existent problems and causes of the current traffic volume forecast system.Under the situation of popularizing the model of toll-by-weight, the research points out different charge standards from the two aspects of the toll-by-type model and toll-by-weight model. And contrastive analysis is made on multiple schemes.The research puts forward the methods and models of the toll income forecast from the above two charge models, and introduces the concept of the standard charge on traffic, which simplifies the different kinds of traffic on certain standard and makes the charge income forecast programs very simple. The income forecast model under the model of toll-by-weight is put forward for the first time.
