| The author has carried on deep research on the relevant problems of ITO industry information flow controlling mechanism by studying lots of literature information on and abroad from the angle of the information science, using information science and relevant theories of management synthetically, combining the knowledge and method of the disciplines such as economics, systematic engineering and so on.This paper has analyzed the character of ITO industry, confirmed that the information, knowledge, fund and talent are the main resource elements in ITO industries development.
