| ITO is a product of new information industrial technology revolution, andobvious character which differs from the traditional industry is globalized. Both developed and developing countries are all benefited from the developing information technology outsourcing industry. The developed countries as a whole to promote the economic development of its major means.The author studied lots of literature information on and abroad, This paper directs to the deficiencies of outsourcing in research, and discusses the function of information as the fourth elements of modern productive force, investigates the problem of ITO concept system, functional mechanism, operating mechanism, process control,evaluating system of management mode and evaluating mode. We build up ITO operating mode and evaluation system platform to form a more perfect enterprise operating and management system of ITO.
