Information Technology Outsourcing (ITO) has already became a fast-growing industry, and continued to grow rapidly in the 21st century. Today, outsourcing all or part of the IT services of the enterprise has been very common. At present, the enterprise outsourcing non-core business, such as outsourcing IT services to third-party service, and the enterprise itself could focus more on their core business; this idea of outsourcing in the global market is no longer a novelty. ITO is a product of new information industrial technology revolution, and obvious character which differs from the traditional industry is globalized. Both developed and developing countries are all benefited from the developing information technology outsourcing industry. The developed countries as a whole to promote the economic development of its major means.The author studied lots of literature information on and abroad, choose and take Heilongjiang University high-tech industry groups into practice, and based on the author's doctoral study in the academic papers published, books and teaching materials, research projects, such as the commitment to research results use of economics, management science, mathematics, in areas such as system engineering of the relevant knowledge and methods are frequently. This paper directs to the deficiencies of outsourcing in research, and discusses the function of information as the fourth elements of modern productive force, investigates the problem of ITO concept system, functional mechanism, operating mechanism, process control, evaluating system of management mode and evaluating mode. We make out a new theory which base on the control of information and build up ITO operating mode and evaluation system platform to form a more perfect enterprise operating and management system of ITO. These research achievements have innovative and perfect meaning to build up the ITO theory system of our country. This paper introduces Fuzzy Comprehensive Assessment method and AHP, establishes the comprehensive assessment model, and done the empirical analysis to one enterprises. We reached on the comprehensive capacity assessment purposes for the mode of ITO enterprises development.In this paper, the establishment of the evaluation system model uses fuzzy comprehensive assessment method. First, fuzzy choice to the standard indicators of various factors by the expert assessment, and then, statistics of choice of expert groups on the index system to assess factors, finally, calculate according to a mathematical model established.The process of fuzzy assessment method is the first qualitative start with fuzzy choice, then access to results through the principle of fuzzy transform computing.
