With the problem of China's shortage of arable land getting seriously, the development and consolidation of land are being paid more and more attention. In the context of the transition period, China faces the speculate conflict between land supply and demand. In Yunnan province, where has special natural and geographical conditions, more mountainous area and less plain area,has further exacerbated the conflict. Then what the meaning and value embeds in the Land arrangement and what implementation potential and the demand of policies, are worth exploring in some depth of the research field in the theory and practice.This paper mainly through Land arrangement potential estimates of the suburban towns and villages in Yunnan Province, and through the relevant policy analysis, functional departments at all levels in the role of land arrangement order, is released that the current land arrangement facing the main issues: 1) Land arrangement of suburban towns ownership is unknown, mainly about the adjustment and the issue of property rights after Land arrangement finished; 2) Land arrangement funds drop into a single channel with the acute shortage of funds;3) the lack of a sound and perfect the system of policies, especially related with the uncertainty , makes the protection of the land in out-running; 4) Land arrangement of multi-sector management cause responsibilities unknown, concrete implementation of the Land arrangement in the process of finishing at a loss and so on, from other parts of the country of relevant experience with the actual situation in Yunnan Province, according to suburban land use characteristics, the following adjustments are countermeasures and suggestions: 1) Respect for the land ownership, land arrangement clarifying property rights of the ownership, 2) the introduction of market-oriented operation mode, improving the financial security of land arrangement; 3) executing the relevant regulations and policies and the implementation of preferential policies; 4) defining the relevant departments of management authority clearly.
