Study On The Financial Supporting For The Characteristics Small Town In Yunnan Province

In recent years,the small town of our country has developed rapidly.With the continuous development of the characteristic town,financial support appears to be very important.Financial support,as an important means of economic space adjustment and change of characteristic towns in the new period,is also an integral part of the rural revitalization strategy in Yunnan Province.Its development features a high starting point,high requirements and high standards.The support aims to strengthen the factor agglomeration effect through financial means;to improve the factor endowment value;and to maximize the development of characteristic towns.In June 2017,Yunnan Province has approved the establishment of 105 characteristic towns including 5 international,20 national and 80 provincial towns.With local commercial banks waiting and watching,several banks have taken an active part in the construction of characteristic towns,including Agricultural Development Bank,Construction Bank,Agricultural Bank of China and so on.Based on the implementation of different financial supporting methods in the development of characteristic towns in Yunnan Province,this paper puts forward specific proposals to optimize the results of financial support and prevent systemic and regional financial risks.Using the grey relational grade to simulate and analyze the characteristic small town index,it is concluded that the common financial support is the best way to issue bonds at present.However,the characteristic towns in Yunnan Province have not developed well,the main reason of which is serious homogenization,for 81 out of these 105 characteristic towns approved in 2017 feature tourism resources.Therefore,there are some problems in the development of the characteristic towns in Yunnan Province,especially those characterized by the natural endowment of tourism resources.And the characteristic towns with industry resource endowment as the characteristic(mainly Gastrodia elata,Pseudo-ginseng,Pu’er and other industries),but also due to the serious deficiency in the infrastructure construction of the prefectures and the profit-seeking of the capital,the private capital and other foreign social capital(mainly refers to the project of foreign capital saving)have been made clearly low willingness to participate.Developing the characteristic towns is a systematic project,which requires the financial support through the whole process.Therefore,all regions in Yunnan Province should not only actively participate in the construction of the characteristic towns,but also come up with the subsequent programs for sustainable operation.As a major driver of economic growth,finance should play an active role in the whole process.
