Competition between enterprises in the 21st century is more and more represented by knowledge competition. Among various factors that influence enterprises'achievements, human factor is apparently the most important. In spite of the scale, nature, culture, business activities and environment of an enterprise, its success always depends on the decisions its staff make, and the steps they take according to the decisions. Many leading enterprises, more than ever before, are aware of the fact that staff training is a key strategic tool.As mobile companies are in the service line, training is closely connected with its business achievements and revenues. The serving behavior of each staff member directly influences the customer's satisfaction. For example, the growth rate of high-value customers largely depends on the business developing ability of the customer managers, while the quality of the market planning by the staff decides the expanding speed and efficiency of market. Training not only plays the role of raising the staff's qualifications but has the strategic significance. It greatly influences the strategic realization of the mobile companies.A training system based on competence model is quite crucial in the aspect of supporting the company's value viewpoint and realizing the company's strategy, for the company's excavation of the staff's capabilities and qualifications can better support and promote the company's kernel competitiveness. Kernel specialties and skills are just competence, namely, the staff's motives, drive, personality and quality, self-image, social role, value viewpoint, attitude, knowledge, skills, etc. The prosperity or decline of a company depends on that of its staff. The specialties, skills, background, motives etc. brought to the work by the staff are key factors leading to comprehensive achievements of an enterprise.Along with the rapid development of Beijing Mobile, it puts forward higher demand for the enrollment of the talented, the staff's up-growing speed, and the depths and intensity of training. Therefore, it is quite necessary to systematically sort out and refine the training courses for the staff in the line, and on this basis establish accordingly a system of position skills authentication.In compliance with this request, this article takes the application of position competence model as the target in the aspect of training and skills authentication, and tackles the following questions:1.Position competence of the personnel in the line of mobiles and confirmation of assessment method;2.The relationship between position competence and training courses system;3.The logical relationship between the assessment of position competence and the appraisal method of authentication;4.The assessment process of the skills authentication system.
