The management levels of periodical presses are being enhanced increasingly in the course of from the planned economy to the market economy. However, the overwhelming majority is still in disadvantage, poor performance, on the brink of loss. The reasons caused the results are many-sided, but the performance appraisal, and even the entire human resources management, is behind, just one of the important reasons. The paper researches the performance appraisal of the SC Periodical Press scientifically and systematically. It puts the theory of performance appraisal into the periodical industry, setting up the press'system of performance appraisal, designing and researching vertically the indicator systems of performance appraisal of the organization, the departments and the individuals by their work features and outputs. With the Key Performance Indicators(KPI), it designs a more comprehensive indicator system of performance appraisal to the press, combination of quality characteristics, behavior procedure and work output, combination of qualititativeness and quantitativeness. And it puts firstly fuzzy mathematics theory into the SC periodical press for the performance appraisal, and makes it more operational and reliable, more scientific and normative to the comprehensive performance appraisal of the periodical press. Finally, it takes the top management for example to apply and analyze the designed system of the performance appraisal indicators above.The paper is of practical or immediate significance under the market economy condition for the periodical presses how to carry out performance appraisal, to promote the human resources management, to mobilize the working enthusiasm of the knowledge workers, to improve performance, to achieve strategic objectives. On the other hand, it lays the foundation of application and research of the theory of performance appraisal in the press and publication industry with a blank scientific performance appraisal.
