With the development of our economy and the globalization of our country, the competition among companies is becoming more and more hot, which mainly because of the competition between human recourse. And the one who has advantages on this side will be the winner in business world, as HR is the most active and creative factors of production regarded as the key point by enterprises already. And in the management of HR, performance evaluation is the core, since it connects the other sides of HR management. As an important group in enterprise, middle class managers are not only organizers of work but excuters, playing a bridge role and their performance are an important but hard one. This essay is going to design a concise but effective performance evaluation system which is fair and objective in order to solve FL company's KPI problems by studding its'early performance evaluation system and some theories about it. On the other hand we hope to find an effective performance evaluation system for the similar companies.In this studing process we know FL Company's performance evaluation system is designed this way: synthesizing the strong and short points of comparative target management and BSC as well as KPI, using MKB creatively and as a result its evaluation system appears. And then aiming at the specialty of the middle class managers and the complexity of evaluating, they combine the qualitative and quantitative methods together, utilizing AHP-FCE model and firstly by applying step analysis methods, eventually the weight coefficients are fixed. At the same time leading 360 angle back-to-back methods to the blurry overall merit process, they build blurry overall merit model for managers. And specific to the differences the three sides of evaluation system, they ascertain the weight coefficients for different evaluation mainstays. Then they evaluate managers of FL Company by using this blurry overall merit. at one time, in order to make sure that the evaluation system can work sustained and effective, some notices and assorted protection methods are given in this essay.
