The scale of external expansion is the pursuit of profit for the further development of the inevitable result. Small & medium-sized state-owned enterprises can use merger & acquisition and leasing of these two methods for the expansion of the scale of their operation, but ultimately, in what manner, depending on the development of enterprises, the internal and external environment. The enterprise scale of expansion is the follow-up to integrate resources. Human resources integration is the key, as it is the work of the carrier organizations, organizations need to upgrade the performance of the untiring efforts of members of the organization.This paper start with two points.The first point is that small & medium-sized state-owned enterprises scale of external expansion in two forms: merger & acquisition and leasing.This paper discusses the evolutionary game theory and its exertion in small & medium-sized state-owned enterprises expanding strategy selection. The second point is the integration of human resources,This paper discusses the integration of human resources perspective, the integration process and its significance. As the results of the integration of human resource assessment, the paper further spread on the plane with the staff of the effectiveness.In the issue of measuring the effectiveness of staff ,human resource index are used for the indicators to measure the effectiveness of human resource integration by Professor Shu-Ming Zhao's survey questionnaire as a tool of human resources. With the help of Software SPSS13, we screen subject of the pretrial questionnaire at first , then carry through the item analysis, exploratory factor analysis, correlation and regression analysis and variance analysis for the items of the formal questionnaires ,and establish a regression model to inspect the a number of factors affecting employee satisfaction and career development.Finally we discuss the shortcomings of this study, the significance of the study, the idea to further study, the hope that the follow-up study will be on.
