In whole life cycle of the highway construction, it maybe lose control of cost because of many factors, including uncontinuous of the cost data backlog and changes of cost-control engineers and design changes, etc.. Because of engineering construction with a process of its original cost data backlog, it makes the same set of principle repetition of all cost data which can connect up properly and look back at standardize the management's process. Therefore, the whole process cost management mode is better than that of different sections of engineering construction.Therefore, based on the theory frame and the project practice of west developed countries, some flaws of the whole-process cost control on Changsha-Xiangtan West Line Highway have been analyzed. It's brought up that cost management of highway engineering must combine theory of value project and quota design and earned value, etc. and enforce the real-time control, plans selecting from the point of whole life cycle of project. So that the frame of the whole-process cost control with Chinese characteristic could be formatted in order to strengthening cost management of highway engineering. The study of the case in the paper indicates that there are some disadvantages of different sections cost management mode of Chinese highway engineering obviously. The whole process cost management mode of Chinese highway engineering must be adopted necessarily.
