The implementation of bidding system of highway design projects adapts to the demand of socialist market economy system and accords with the contracts management model of construction market economy law. Under this situation, the bidding of highway design projects is not only become the main contract mode, but also become one of the most important activities for the reconnaissance and design institutes. As an enterprise struggles in the design market, only in the way of winning a bid from rational bidding decision-making and "sells" their own design, labor or services out can ensure the existence and development of enterprises. However, the bidding decision at the present stage mainly focuses on the completion of bidding document, but it is not seen as a system research and doesn't crystallize the parts of the decision-making and the work should be carried out in process. Therefore, it is particularly important to research on the design bidding decision system. Based on this problem solving, the paper designs a set of bidding decision-making mechanism which adapts to the changes of internal and external enterprises environment by analyzing the internal and external factors of reconnaissance and design institutes. It provides a theoretical basis for enterprises to improve the scientific nature of design decision-making and upgrade the rate of winning a bid.Start from the analysis of present situation of highway design project bidding decision, this paper deep discusses the particularity of system and procedure of highway design project in our country. It points out the existing common problems and suggests the main reasons are the unsound legal system, the unscientific enterprise management system and management methods, the rigid decision-making talent utilization mechanism, the backward of professional decision-making method against the requirements of industrial development and so on.On the basis of domestic and overseas results research on stakeholders, it identifies the main stakeholders and interests demand of highway design project. The stakeholders include ten kinds: the owner, the reconnaissance and design institute, evaluation expert panel, communications department, competitors, development and reform commission, the reconnaissance and design supervisors, consulting organization, the project adjacent community and environmental protection department. It anguses that the different interests demands of all stakeholders are interrelated and takes the project value as a core. It is necessary to strengthen the communication between stakeholders if we want to maintain a timely and reasonable implementation of the bidding decision.Taking the stakeholders' demands as the lever standards, it divides the bidding decision of highway design project into four stages: the acquisition of the project, the pre-evaluation, the interim evaluation and implementation stage. In the pre-evaluation stage, it suggests two kinds of project bidding decision --whether to bid and which one to bid, and respectively establishes evaluation models using logical valuation method and the weighted gray target method; in the interim evaluation, it constructs a network architecture by the application of case-based reasoning theory, ANP and matter element extension method. Then choose the best appropriate case based on the specific conditions and form pertinent and effective bidding guiding ideology. The results indicate that: the bidding of design project is different from the construction project, we can not only consider the price and risk decision-making, but also pay more attention to the project bidding experience and provide design projects decision-making model for decision-makers to choose the lowest cost, but the most expected profit and the strongest competitiveness.
