Bidding mechanism of scientific& technology (S&T) projects is a new attempting of reasonable collocating of science and technology resources. Making use of this mechanism, we can strengthen the supervising and controlling of the scientific research sustentation fund, can collocate the science and technology resources efficiently and reasonably, and can choose the appropriate projects and undertakers, so that we can elevate the efficiency of the money that is invested, can make sure that the limited science and technology resources are used to accomplish the scientific research that are the most accordant with the benefit of the country. The wide-use of the internet change the way of people's thinking and working. The rational use of internet also improves the efficiency of people's work. It is both a new attempt of scientific projects management and the inevitable trend of the information era to develop the on–line bidding and invite bidding of scientific projects.The nucleus issue of this paper is the designing of the appraising mechanism of bidding of S&T projects and both designing and implementation of the on-line bidding of S&T projects system.First, the traits and rules of bidding of S&T projects are analyzed and the establishing of the scientific projects evaluation index-system is researched and the content and weights of the index-system is designed. On the foundation of the reasonable and scientific evaluation index-system, the evaluation mechanism based on multi-attribute group decision-making is analyzed and designed.Second, basing on the theory frame of evaluation system the process of bidding of S&T projects are implemented using the electronicallization and automation of Web technology-based biding, In this way the tenderee and the bidder are connected into a one-to-one or one- to-several organism by the Web, so that the efficiency of the bidding and invites bidding of scientific projects is greatly improved and the open, fair and impartial competition rules are enhanced. The protection of the legal benefits and rights of parties taking part in the process is also enhanced and the technology safeguarding against corruption is supplied.
