Many issues such as bidding strategy, bidding quotation, bidding scheme risk evaluation call for solution urgent for Build-Operate-Transfer (BOT) projects bidder facing the increasingly fierce market competition. With these solutions critical both in theory and application, bidder can win project successfully, tenderee can select the fittest project corporation, and can eventually carry out the project successfully. As viewed from bidder, this dissertation is focused on bidding union partners selection, bidding strategy decision-making, bidding quotation decision-making, bidding scheme risk evaluation, and integrated bidding decision support system (DSS) for BOT projects bidding. This dissertation includes seven parts, which are introduced in details as follows:(1) The relative research on tendering and bidding for BOT projects is analyzed and summed up, and a survey of theories and methodologies used in this dissertation is presented. After exploring the research frontiers of tendering and bidding, it is pointed out that the theories, models and methods are key issues for BOT project tendering and bidding. In this part, the main research issues are presented based on the practice of tendering and bidding for BOT projects.(2) According to game theory and behavior right theory, the mechanism and conditions of forming bidding union for BOT project are analyzed, which indicates that cooperation is vital in winning a bidding. After analyzing the forming process, partner-selection principle and influencing factors, the integrated evaluation index system of partner-selection for BOT project bidding union is established.The two-phase evaluation decision-making method for partner-selection is put forward. In terms of the partner selection, a genetic algorithm (GA) based model is presented to explain how to find right partners for a bidding union.(3) Starting with framework of bidding quotation for BOT project, this dissertation has analyzed the decision-making process and bidding methods. After analyzing the influencing factors of bidding quotation strategy decision-making, an index system of bidding strategy decision-making for BOT project is built. An AHP-based decision-making model is set up, which includes bidding decision goal of BOT project.(4) After analyzing the characteristics of bidding quotation decision making process, the conception of μ parameter for bidding adjustment is put forward.
