In 21' Century, The generating and enhancing of corporation's core competence depends much more on the power of one corporation's human resource management, which has been an important qualification of corporation's development. In the time of market full of fierce competition, china needs much more than before those outstanding people and professional senior managers who are able to keep up with the world development trend. There fore , what criteria we should adopt to select enterprise senior managers and how to train them have attracted more and more attention from human resources experts and organizational behavior specialists.The whole paper is divided into four chapters. In chapterⅠ, we mainly discuss the background and necessity of choosing topic of the paper, at the same time we also simply introduce the idea of research and main research contents to help the readers roughly understand the paper. Owing to the existing relevant achievements of competency are foundations of the paper, In chapterⅡ, we sum up the relevant theories of competency, and comprehensively survey the domestic and international research results of administrators' competency. In chapterⅢ, we carry on investigation and analysis for the questionnaire, then succeed in structuring out competency model of the top mangers of little enterprises in Wei Cheng. Finally in chapterⅣof the paper, the writer makes a brief summary to the full paper, and prospect the direction of further research.
