As the economic globalization, there is a growing worldwide awareness that nowadays the competition in the world is the competition of science technology at the end; also we can say that is the competition of human capital. The human capital plays a very important role in the process of economic growth. The theory of Human Capital has been used in related research areas. As the information economy is coming, Human Capital is becoming increasingly important. Then main contents as follows:Firstly, we explained the purpose and significance of the thesis, the research trends of home and abroad, the choice of the study subject and the research methods. Then we analyzed the Human Capital status of Shandong and Guangdong province.Secondly, this paper studied Shandong and Guangdong province economic growth from 1980-2004 with the method (Neoclassical Model, Efficient Labor Model and Human Capital Externality Model) of regression analysis. It indicated that investment was the main power of Shandong and Guangdong province economic growth, but human capital had an increasingly important role in economic growth.Finally, based on above analysis, this paper discusses how to realize and improve the development of Human Capital, with providing some feasible institutional arrangement and policy suggestion.
