The results of domestic and foreign research and practical experience show that the main power of economic sustained growth is not physical capital,but human capital and its structure.With characteristics of increasing marginal revenue,human capital can promote economic sustained growth.The role of human capital on economic growth is reflected in two aspects:one is human capital stock,and another is human capital structure.The former keeps a positive relationship with economic growth,and the latter keeps a negative correlation with economic growth.Even so,the relationship between human capital and economic growth is not necessarily significant.Because it is mainly influenced by the degree of economic development or development mode.Human capital stock can not express its effect on economic growth exactly.It needs to consider the balance of human capital structure.The western development strategy has been implemented over 15 years.In the certain period of time,Xinjiang economy develops rapidly,and human capital increases steady.But the regional economic development gap is widening,and human capital distributes unbalanced.So whether human capital structure is an important factor of regional economic development gap is a problem that need to explore.On the basis of predecessors’ research,this article will use Xinjiang 15 state and city’s panel data to measure the regional average human capital stock and human capital structure coefficient,and analysis regional human capital level.Then establish production function model for the empirical analysis.Put the average human capital stock and human capital structure parameter into the model,and analysis their influence on regional economic growth.The result shows that the role of the average human capital stock and its structure on the Xinjiang regional economic growth is not all significant.
