The papers shows that the employment elasticity differs among the three industries with different development trend. To be specific, the employment elasticity of the primary industry descends continually, while the secondary industry remains stable and the tertiary-industry develops greatly. The paper draws a conclusion that the best way to improve employment elasticity is to vigorously expand the modern tertiary-industry In the end, the paper shows us the countermeasures of how to adjust the industrial structure to improve the employment elasticity, including the concrete solutions of agriculture, industry and the tertiary industry, problems which have been solved and which remain unsolved are also referred.
