Fiercer and fiercer competition drives the vehicle industry changing so fast that China QingQi light vehicle Co.ltd straggle to improve its management to enhance its strength. It pays attendion to market, R&D, human resource continuously, and now stress a new field: procurement improvement.The industry that QingQi Light Vehicle Co.ltd engaged in has an obvious feature, there are many kinds of typical purchasing managements like bidding, VMI, project procurement. But among them the typical modern SCM is still premature. That shows who will win the future if it runs the first.This paper spreads out just based on the background above. And the paper centers around the procurement of QingQI Light Vehicle, and focus on its scenario in question, including such issues: purchasing strategy, planning and forecast, supply quality control, supplier alliance management. Then novel ways are suggested to this company for their procurement to become more agile, flexible, reliable, and responsive.In the first chapter, the paper gives a brief description of the situation about the industry and its' supply chain. Then provide some basic background and information of China QingQi Light Vehicle Co.ltd. Let the readers got brief impression about why writer should study its' procurement.In the second chapter, the paper analyzes the issues in question in the procurement field of the company, the sourcing management strategy is positioned just as supporting section, cost are valued, but supplier management is ignored; forecast and planning system are in old traditional way; the firm expect improvement in quality control to satisfy it clients and to smooth its manufacturing activities; the strategical supplier alliance should be founded and firmed also. All of that influence the new product marketing map, and effect cost and stability of its activities. And mean that are must to rebuild its purchasing process.In the third chapter, the paper provides the solution for the upper problem. Why need and how to enhance the sourcing department strategical position to support firm's core strength; to reform sourcing processes around clients value-added activities; to rebuild IT system to improve technology for demand forecast and material planning and delivery; to introduce IQS19000 and T16949 to guarantee quality stability throughout purchasing process; and to establish supplier alliance to cooperate for core strength growth and systematical cost cutting.
