Changzhou Municipal Government Investment Projects, Construction Management Model For Research

Government investment is one of important means used by countries, and it plays a key role of our national economy and social development. Traditional model of project management invested by government once plays a important role in the era of planned economy. With the development of the found of market economy and the continual reform, traditional model will not adapt to the new developed economical environment. There are many problems such as resources-wasting, low-efficiency caused by traditional model do serious harm to effectiveness of government investment.Agent-Construction System (ACS) is a new model of construction project management invested by our government. This article based on analyzing between the construction management model of government investment in developed countries and ACS model in China, summarizing from ACS's origin, developing, significance and nature, theoretical principle and operable method, then draw some conclusion. From the real example of ACS used in Changzhou, Jiangsu province, I am trying to find the disadvantage of traditional management system and the advantage of ACS. I also discuss some questions of operable area, and then make several advices in different fields like laws and regulations, contract management, market developing and risk control.
