At present, China is in a social transition period of rapid development of urbanization. This paper, starting from the characteristics of time, by a field survey of Anren town in Longquan City, brings out the "bottleneck" problem of public service funds in the southwest small towns in underdeveloped mountainous areas. The paper, not only brings out the deepening rural financial reform from the standpoint of the open-source, the privatization of public services, Improving the system of transfer payments and so on, but also strengthens the management, the financial supervision and the promoting of the building of service-oriented government from the standpoint of the expenditure planmng. Highlight the importance of strengthening small town public fund management services to provide inspiration and reference of current capacity-building of public services in small towns in underdeveloped mountainous in the southwest area in Zhejiang province.
