China,the largest “farmer country” in the world,is facing the problem of how to realize the social modernization through industrialization under the condition of growing population and scarce resources.Implementation of agricultural modernization is an inevitable choice to solve the practical problems in China.Mountainous regions in southwest China have long been underdeveloped,which seriously restricts the realization of the overall goal of national modernization.In addition,the agricultural modernization of these regions is far behind the national average and has significant gaps compared with those hilly and plain regions in China.Taking Panzhihua city as the study area,this study aims to analyze the evolution characteristics of agricultural modernization in southwestern mountainous regions,which can provide supports for the local government to boost the structural reform of agricultural supply side,to cultivate the new driving forces of the agricultural and rural development,and to realize great leap-forward development.Firstly,we sorted out the logic of agricultural modernization development by normative analysis to construct a "human-oriented agricultural modernization index system" and a “measurement mathematical model”.Based on the comprehensive descriptions on the current situation of agricultural modernization in Panzhihua city,we chose a representative “material-oriented modernization index system” and a “human-oriented agricultural modernization system” to measure the agricultural modernization level of Panzhihua during-and southwestern mountainous regions at province level in,respectively.We analyzed the evolution processes and characteristics of Panzhihua agriculture modernization at system,state and element levels,respectively based on the measurement conclusions.Secondly,we analyzed the changes of ecological carrying capacity in the process of agricultural modernization evolution during-and tried to reveal their relationships by using ecological footprint model.Thirdly,taking the human-oriented agricultural modernization index system as the core,we summarized the nine major impact factors and their influence mechanisms in the process of agricultural modernization.Finally,we explored new driving forces of the agricultural modernization evolution in southwestern mountainous regions,and put forward policy operation proposals,i.e.,“two shifts","three coordination" and suggestions on industry integration and coordinated evolution of material modernization and human modernization.The main conclusions are that the "material modernization system" lacks expression and judgment for logical ideas and value appeal of agricultural modernization.The reliability of measurement conclusion is vague and hardly explains the premature decay of evolution forces when agricultural modernization enters the rapid development stage.However,the human-oriented agricultural modernization index system can accurately determine the historical orientation of the agricultural development and can provide a reasonable explanation for the evolution forces.The agricultural modernization in Panzhihua is at the stage of rapid development,the level of which is slightly higher than the average of China,and the evolution speed in Panzhihua declines in advance.The investment in fixed assets has also significantly promoted the agricultural modernization,and the investment in was.times as much as that of,and was also.times as much as the standard level of international complete modernization.The evolution level didn’t match the material capital investment level.The direct reason is the lag of agricultural human capital investment,the under-development of "reflow effect",the low modernization level of agricultural practitioners(farmers),and the insufficient power of sustainable development.If path dependence exists in future,the agricultural modernization in Panzhihua will be realized primarily in,and be realized completely in.The bearing capacity of Panzhihua and other mountainous region is relatively low.As a whole,"the ecological deficit is not high,but the ecological pressure is extremely high,and the ecological coordination is poor".The GDP ecological footprint per thousand Chinese Yuan is very low and the resource utilization rate is quite high in Panzhihua.The four provinces in southwest China are in the early stage of rapid agricultural modernization development,and they lag about years compared to the national average.In addition to the insufficient human capital investments,the low material capital investments should be also responsible for the deficiency of evolution forces.Based on the study conclusions,the following measurements and suggestions are put forward: the development in southwest mountainous regions should mainly depend on the industry,and complete industry convergence,especially unite the ecological agriculture and tourism.Secondly,industrial development must be based on resources and be guided by the market,adhere to the ecological red line seriously and select out the competitive industries.Additionally,the industrial development should be driven by factors at the very beginning and then promptly turn to be driven by efficiency.Strengthening the investment in human capital and making the material modernization and human modernization can help to realize the great leap forward development of agricultural modernization of southwestern mountainous regions in China.
