In recent years it has been getting worse and worse in the urban management enforcement, such as the violent enforcement of officers and the violent resistance from mobile vendors. There were even group revolts in some cities. These have had a strong impact on the social harmony. By analyzing the predicament of the urban management, the text here argues that the further cause for the contradiction between enforcement officers and vendors is the latter's particularity, incomplete social security system and underemployment though the immediate cause is the former's violent enforcement and improper enforcement approaches. The government can neither offer a complete solution for the employment of unlicensed vendors nor a sound social security system for them; instead it's only focused on a neat city image and thus easily takes away the "bread" of this inferior group, which is bound to intensify the social contradiction. Given that the mobile vendor management is transferred to other law enforcement department in such an enforcement environment, the author holds that it will still leave open the possibility of conflicts. To achieve the management objective—to ban mobile vendors, the enforcement officers can only resort to the forcible means in case of disobedience however high the officers' quality is. That means the conflicts are inevitable whether more or less. In the present enforcement environment, too tough measures for urban management will not work; nor will too indulgent measures. The author thinks the government can manage mobile vendors in a standard way without obstructing the public order rather than banning them at a price of plenty of human and material resources since this problem can't be rooted out for the moment. In this way, the balance of interests among government departments, mobile vendors and related groups can be found to alleviate the increasingly severe conflicts between enforcement officers and mobile vendors.The article is based on the assumption that the mobile vendors operate their stalls in a standard and orderly way with a relatively stable quantity, a legal operation scope and a small impact on the environmental sanitation and the traffic order after the balance of interests has come into being. As long as the above assumption comes true, the government shall not ban mobile vendors arbitrarily. To demonstrate how the balance of interests comes into being, the author proposes the following major points. Firstly, a government with good governance is a key to striking the balance of interests of different parties. That balance shall be supported by good laws and the government shall uphold the human management concept. Secondly, the effective approaches to that balance in the current conditions include the policy adjustment and the scientific management. Thirdly, the only way to ensure a stable and lasting balance of interests in the long run is to improve such systems as the interest expression mechanism and the vendor self-governing. That balance will be of theoretical value and practical significance for both settling this inferior group's survival problem and improving the enforcement officers' image.
