As long as the development of economy and modern industry, more and more hazardous materials are required. The transportation of hazardous materials are more frequently, and the transported amount increases. Along with this, hazardous materials leakage happened sometimes. This kind of accidents will polluted the environment, and hurt the residents around. On the one hand, we should strictly control the transportation process of hazardous materials to avoid the accidents; on the other hand, we should implement the preparing proposal for the accident, to decrease the impact of such accidents. This thesis worked on the leaking and pervading process of Chlorine (the most frequently damaging hazardous material) and how to use the vehicles without special prevention (for example, buses) to rescue the residents. The thesis utilized mathematical model to exploringly describe the evacuation and rescue scenario; provided an algorithm to give a feasible solution, and used the simulation program to validate the effectiveness of this algorithm. The numerical results demonstrated that, this algorithm can effectively appoint the vehicles to rescue residents. With sufficient vehicles, the algorithm may rescue all the people from the risk areas. This algorithm is not pursuing optimum result under full information since the coming time of vehicles which will be random in real life. However, it will dispatch the existing vehicles and utilize the new coming ones. Since the decision-making process under accidents is extremely time-stress, such a real-time dynamic algorithm will be benefited.
